I want to extrude this face but when I try it auto selects either the circles or the edge of the square. Is there a way to create the highlighted area as a new shape?

In my opinion, the shape is not closed.

The edges must be closed loop to extrude into a shape.

The sketch elements that create a face will change color to a light blue to show you they are closed.
