When i create a new sketch i can no longer rotate it. Instead i get the following message “Transform failed because sketch constraints couldn’t be solved”. I create sketches that i project onto bodies that i also create. Makes it impossible to do if i cannot rotate sketches to lineup with body. This is something that has just recently just started happening always work fine before.

Just delete all constraints. If you can share the project I will show you how.

Another option is to simply rotate the body instead.
