Is it possible, to have snapping points of the underlying sketch snap when drawing on a sketch that is currently being focused on, and is offset by X distance?

Using the project command to project the underlying sketch/sketch features on the sketching plane will give you co-ordinates of the underlying sketch which can then be snapped on to.
