EDU license but I have japanese student licence card and I don’t have a school email address

Hello,
I’m a junior high school student. I live in Japan and I applied EDU license, but it declined. I submitted a student card(written in Japanese and some note by me in English) but didn’t work.
And, I don’t have a school email account (which contains .edu or .ac.jp)….
(I resent the apply, so I’m currently waiting it)
How can I receive EDU license?
