Bending a tapered cylinder/cone

Struggling to find a way to make a coral branch, a tapered cylinder along a curve.
Essentially like a cows horn, 10mm cylinder down to 4mm cylinder but bent on an arc.
Should be a simple process but my brain is broken….

Thanks, i didn’t have the line touching the circles , was a tiny gap.
