Should a construction axis remain linked to the sketch it was created from?

That is, I have a sketch and created a construction axis via “perpendicular to face at point” on said sketch. Scaling the sketch moves the construction axis drastically:

Is this expected behavior (a la modifying a sketch and having derivative bodies update as well)?

@justin if you pick a point that is and endpoint, mid point or other specific point in the sketch then the axis should follow it at all scales. However if you pick an arbitrary point on the face of the sketch it may end up at a different relative position during scaling.

@Justin Yes, before the HBPM version no geometry was linked to the construction axes.
