How to pull different points of an object to distort the face

I’m trying to distort a flat surface and give it an irregular non-uniform appearance. I looked a the post on how to make things fluid. But wasn’t able to get my object’s surface to move like in that posted video. Can anyone explain how to pull on a surface to stretch it so it’s not flat?

Project an ‘Edge’ on the surface of a body. Do not project a ‘sketch’.
Select the edge then use the Move-Rotate tool to distort.
