Items panel moving items bug?

I cannot move an item to the bottom of the list. There is a work-around by moving the item into the second to last position and then moving the last item above it, but this seems like a bug.

Sounds like a bug. FWIW, that action works OK in iPadOS.

Just to confirm: we could reproduce the bug and added fixing it to our backlog.
