I have my selection in my sketch, and I can grab a corner and drag it up and down, but if I select the Move tool to move it, it tells me it cannot:
Transform failed because sketch constraints couldn’t be solved.
This makes it much harder to get a precise movement. It’s also unclear why the constraint is an issue given that it can be freely moved.
Why would this be the case?

Was your inner square box drawn using the rectangle tool?
The MOVE command and the drag arrows seem to treat the inner box as a whole entity. I can see at the bottom of your video that you have a constraint on the bottom of the inner box/rectangle.
It is that which is stopping the MOVE arrows from working.
Redraw your inner box using four single lines.
MOVE will then work, and you wont need the dimension constraint bottom right of your frame.
