The problem that this feature will solve:
When rotating an object, the angle snaps to 5 degs. We often want to rotate to a certain point and having to keep adjusting the angle by smaller and smaller increments is wasteful effort.

Other graphical software, such as my 3D slicer, use the distance from the rotation axis to set the snap value. E.g. close by will quickly snap to say 180 deg but further away will be more fine grained. Or, use a modifier key.

Yes.
Note that this snapping to a whole number (or multiples) also occurs with other actions such as moving objects. A modifier key to flip the default (where snapping or not snapping - as previous feature request) would be an easy fix.
