I watched a video on constraints and am playing around with it. I have multiple objects, three circles and three arcs in tangency however the objects are not horizontal to the X axis and I was wondering how I can select them all and make them tangent to X or make them horizontal.

I watched your video. When i tried, I also could not make the entire shape structure snap the way you want. I assume it is because the all the arcs are not horizontal and vertical at the same time. So, I experimented with a basic triangle and found a solution.
Just make your shapes, and then add a single line between the bottom points. Make sure nothing is locked, and then click the single line and apply horizontal/vertical and the shape will comply. The effect will swing the top into vertical.
If you do not want the top to move, you can control that by locking the top position only, then when you click h/v, the bottom will swing instead. Either way gives you precise control.
When you are finished, delete the line.
Here’s how I would do it. First thing is to unlock any constraints that may be there. If you want to simply make it horizontal to the X axis then skip the first Translate step.
