On windows arc degree is below the drag arrows, this is the way it shows up by default. I checked it on 2 different windows machine (win 10 & 11) so I can’t type in Degrees.
Doesn’t happen in iPad or Mac.

I get exactly the same thing.
When ever the angle is displayed below the centre point of the curve, the drag arrow covers it.
When north of the centre point the angle is outside of the arrow line, and clear of the drag arrow
Hi
It is when the angle and drag arrow are south of the equator.
The software displays the angle on the inside of the dimension arrow.
Not a big thing, but it can be a niggle.
Like Arron pointed out this happens when ARC is used at certain angles.
Now I realize this happens on the iPad too and in Arron’s example you can zoom in to increase the gap between Degrees & Arrows.
On my Windows version I can Zoom in but the GAP between Arrow and Degree doesn’t change so weird!
Zoomed out

Solution was rotating the Camera Angle to flip the Degree :
