Can not view from certain angles

I cannot view images from certain angles. I cannot included a video as I am still a new user. (YouTube link below)
Actions taken

  1. front view
  2. rotate 90 clockwise
  3. tilt to look at the new top. (left side)
    View automatically rotates to an angle I don’t want and will not let me turn the (left side) up.
