Problem with dimensions between plains

I made a body on one plain and the added a new plain on top of it.

The top surface of the original body is 5x5mm.

When I draw a circle on the new plain with a diameter of 3mm on top of the body his bigger the the body.

I don’t get how is it possible

Currently we use radius, therefore if you want to reach 3mm diameter, you have to enter 1,5.
