Move arrows change orientation after deselecting

I’m trying to individually locate several hexagonal bodies onto a curved surface, which requires numerous steps to get the alignment correct. This is complicated by the fact that when I deselect a body and then re-select it, the arrows on the gizmo are re-oriented from the original orientation. So, for example, if all I want to do is change the rotation of the item I find that the rotation arrows are now re-oriented onto a different plane. I can’t find a way to move the center of the gizmo to help reorient the body with any consistency–because the body is hollow. Attached is a video showing how the orientation of the arrows change after deselecting and reselecting the body.

Select the move/rotate action in the history and you’ll get the same gizmo position.

Very helpful! I can ignore the ghost image and focus on the body I’m trying to move.
