Not sure if my align tool is working properly

Hi!
I’ve been working on a project that uses the align tool a lot but I cant seem to get it to work consistently. Sometimes It works like a charm and sometimes it doesn’t do anything. I figure I’m missing some requirement that needs to be in place to use the tool.

There are two steps. On the first you need to select what you want to align and on the second the target. But you’re trying to select both bodies on the first step, so there is no target left for the second step.

Here is the video I’m showing wrong and right usage of the tool.
