Origin and primary planes not accessible

I am unable to snap sketch features to the origin unless the origin lies on the sketch plane. For example, I want to sketch a circle on a plane that is offset from the XY plane, and I want the circle centered with the origin. I’d expect to be able to snap the center of the circle to the origin or to be able to explicitly make the center and the origin coincident. Neither of these work.

In addition, I am unable to extrude to a primary plane.

This behavior is highly untuitive. Are these bugs or by design, and if the latter, what’s the rationale?

Uggghhh, and I am unable to select the primary planes to apply a symmetry constraint in a sketch (e.g., I want to make two lines symmetric about one of the primary planes). This is quite frustrating.
