Does someone knows how why I can’t draw perpendicular to edge at point like it shows on this video at 1:48 ? When I open offset from face command nothing pops like it’s showing on this youtube video Perpendicular to edge at point 1:48

What seems to me is that you are trying to make a plane with the “Offset face” tool. As offset face is a different tool than the construction plane tool, this might be the issue.
Try using the “Construction Plane” tool from the “Add” menu. Make sure to select the type to be “Perpendicular to Curve at Point” for it to work as in the video!
