Im using the software on an iPad with the pencil. I have drawn a rectangle along the X and Y axis from the front view. I want to change the dimensions of the rectangle while keeping it oriented along the blue and red X and Y axis lines. Every time I change the height of the line on the Y axis it snaps up so I then have to drag the rectangle back down to the X axis. How can I avoid this extra step?
Just lock the two bottom corner points. That will lock the bottom line in place.

@Stephen ‘s method is a good way to go.
I suspect that you are drawing the rectangle from the center point and moving outward. If so, when you change dimensions, Shapr will keep the center position and change position of both the top and bottom (or left and right). You can change that behavior by drawing the rectangle by “diagonal”. Start your sketch at the origin and move out. Then you can change dimensions without having the rectangle jump around.
